Joy is a seasoned leader with over 23 years of experience in the rail industry, specialising in asset management, project management and program governance. Her extensive portfolio includes senior leadership roles at V/Line Corporation and Downer (ARTC Network).

Before joining IAG, Joy was the Manager of Asset Lifecycle Planning at V/Line, leading a department of 40 professionals. During her tenure, she was responsible for the Annual Works Program, a $700M+ asset-renewals program encompassing several disciplines, including Track, Civil, Structures, Signals, and Operational Control Systems (OCS). Joy directed and oversaw the development of V/Line’s predictive asset lifecycle models.

Joy has a proven track record of delivering complex, multidisciplinary programs against strict time, cost and quality constraints.
