The Level Crossing Removal Project (LXRP) was established to remove 110 congested level crossings and deliver a range of rail upgrade works across metropolitan Melbourne, including upgrading or constructing more than 20 train stations, laying many kilometres of new track and making associated rail systems and infrastructure improvements.

Transaction Advisory: IAG led the development of the original procurement strategies and documentation to support the implementation of the innovative Program Alliance Model that was adopted by the project. This included development of EOI and RFP documentation designed to test the respondent’s capability and capacity to deliver in line with the unique features of this model. We also supported the design of the organisation-wide framework for project development, procurement, assessment and award of additional work packages under the Program Alliance model.

Our team has also provided transaction advisory services to numerous projects and packages across the project’s history.

Commercial Advisory: IAG provided commercial support to several alliances including general project commercial management with a focus on leading the resolution of complex commercial issues, including claims, in a proactive and fair fashion. This included administering KRA/KPI performance, forecast reviews and internal governance. IAG also provided claims management and dispute avoidance services to inform settlement discussions for projects administered by LXRP. This work involved assessing how unresolved claims may be dealt with in formal disputes processes, considering entitlement, potential quantum (time and cost) and costs that the state may incur as part of dispute processes.

Delivery and Engineering: IAG has provided a broad range of engineering services across the life of the project including interface management, engineering management, constructability reviews and design and technical reviews. Our team member have also completed numerous commissioning and possession strategies.
