The SWRLE corridor will provide for the extension of the existing passenger rail line from Leppington Station to the Western Sydney International Airport Precinct. It will provide a major transport link between the north west, Western Sydney International Airport, south west and Greater Macarthur growth areas. The project will provide transport options to support population, jobs and economic growth across Western Sydney and for the planned Western Sydney International Airport.

IAG delivered the commercial delivery strategy for the multibillion-dollar South-West Rail Link Extension, a transformative rail infrastructure project connecting Leppington to Bradfield and supporting the activation of Western Sydney Airport. The team supported development of delivery model options, procurement strategy, risk allocation frameworks, funding and financing options including the PPP qualitative assessment and the market sounding process through structured workshops and stakeholder engagement. We then synthesised findings into decision-ready materials for TfNSW and Treasury approvals, enabling alignment with Infrastructure NSW and Infrastructure Australia assurance processes.

IAG led the development of the SWRLE Delivery Strategy, securing Infrastructure NSW Gateway 2 approval within a four-month timeframe. Working as an embedded partner with TfNSW, IAG aligned commercial, technical and governance inputs to produce a clear, evidence-based strategy endorsed by all key agencies. The team achieved consensus across TfNSW, Sydney Trains, Sydney Metro and Treasury on the preferred delivery and procurement model, validated through targeted market engagement with Tier 1 and 2 contractors. The final strategy provided a robust framework for investment and procurement, reinforcing IAG’s reputation for practical, outcome-focused advisory on complex transport programs.
