The New Melton Hospital will include a 24-hour emergency department, at least 274 beds, an intensive care unit, maternity and neonatal services, mental health services, radiology services and ambulatory care to support the growing and diverse communities of Melbourne’s west.

IAG fulfilled numerous key roles in the critical project start-up phase, including interim Project Director, Transaction Lead, Commercial Lead, Project Manager, Early Works Site Lead and Communications Manager. The team managed preparation of all tender documentation and supported the VHBA project team in the procurement of advisory services (including participation in the tender evaluation process). IAG planned the tender process for the Project including development of a detailed program for the period to Financial Close and establishment of project milestone dates following Financial Close.

Following this phase, IAG was engaged as the Project Initiation Team, comprising the Interim Commercial Lead role among others. IAG successfully performed this role for the Project and was subsequently extended by VHBA (along with the IAG team) to remain on the commercial and legal working group alongside the internally appointed Director Commercial and Legal, until Financial Close. Key deliverables included:

• development of market sounding materials (briefing and interview materials and industry presentation)
• developing the Invitation for EOI, and EOI evaluation activities and reports
• financial aspects – leading (on VHBA’s behalf) complex financial aspects of the tender phase including managing the development of the public sector comparator, the financial liability cap (new/pilot requirement by DTF), various accounting and taxation deliverables and considerations, and reviewing and finalising key outputs (including the discount rate paper, State contribution paper, bid cost reimbursement paper, and various Project Deed Schedules
• managing key project advisors and their respective deliverables, including the commercial and financial advisor, cost consultant, Treasury Corporation of Victoria, Victorian Managed Insurance Authority (State’s insurance advisor), and coordination with the legal advisors
• tender documentation – making significant contributions to both the RFP development and evaluation of commercial, financial and legal workstreams, as well as strategic briefings and presentations related to the evaluation outcome
• stakeholder engagement including negotiating, finalising and implementing the Precinct Works Agreement with Council; agreeing processes, roles and responsibilities with respect to delivery (by Project Co) and hand back of two Council roads drafting the Funding Agreement between the State and Western Health (Operator).
