The Western Roads Upgrade is the first of its kind for an arterial road network in Australia. The $1.8 billion PPP delivered an unprecedented level of major road upgrades across Melbourne’s west 120km of new traffic lanes, 62 intersection upgrades, five new and eight upgraded bridges, 188km of road resurfaces, more than 300 services and utilities relocated and 60km of new walking and cycling paths.

The IAG team managed the EOI, RFP and Close processes during the procurement phase, working with a wide range of government and private sector participants to support successful award. We oversaw commercial and legal, government policy, insurance, and Independent Reviewer workstreams throughout the transaction, resolving key issues to support the procurement. In Delivery Phase, IAG provided strategic commercial advisory and governance within the Project Team, including establishing and administering the complex PPP contract management framework.

IAG also supported the State and MRPV across all aspects of contract and claims management under the PPP, including development of a Contract Management Manual and provision of strategic commercial and risk advice. This included leading the State’s response to claims through detailed factual and financial analysis, coordination of external advisors, negotiation with Project Co and participation in alternative dispute resolution and executive-level negotiations. We also directly supported MRPV’s Commercial and Legal Team through briefings, correspondence preparation and ongoing contract and commercial management to progress resolution of complex issues.
