IAG was engaged to support the implementation of the Hydrogen and Renewable Act 2023 (HRE Act 2023) by developing tailored tender criteria, guidance documents and an evaluation matrix for the Renewable Energy Feasibility Licence competitive tender process. The HRE Act establishes a fair and consultative regulatory framework for managing hydrogen and renewable projects in South Australia, with REFLs facilitating the exploration of renewable energy resources in designated Release Areas. IAG’s role focused on ensuring that the tender criteria and process evaluates and promotes social and economic benefits aligned with the HRE Act 2023.

Through a collaborative approach with the Department of Energy and Mining (DEM), Industry Capability Network South Australia (ICN SA) and other stakeholders, IAG developed comprehensive criteria that prioritised local supply chain development, workforce participation and broader economic opportunities, with focus on underrepresented groups such as First Nations peoples and businesses. IAG also developed supporting guidance materials to provide clear instructions, define best practices and offer current examples to strengthen submission quality, alongside a detailed evaluation matrix to ensure transparent and consistent evaluation of proposals.

Extensive stakeholder engagement was also conducted to refine the criteria and guidance materials to ensure the outputs were realistic, aligned with South Australia’s unique context and reflected stakeholder priorities. IAG also worked closely with DEM’s broader team to integrate the social and economic criteria seamlessly with technical and commercial requirements, minimising duplication and conflicts. IAG’s contributions supported DEM’s position to drive meaningful social and economic outcomes for the State while supporting the broader vision for the HRE Act.
